The highest credit-card ownership in our data
Japan is a saturated, card-literate market with a distinctive twist. Account ownership reaches 98.5% of adults and debit card ownership 91.5% (2024), with digital payment adoption at 95.8% (2021).
What sets Japan apart is credit depth: 69.7% of Japanese adults hold a credit card (2021) — the highest credit-card ownership rate among the major economies in our dataset, above even the United States. Credit is not a minority instrument here, and Japanese checkout expectations reflect that.
Internet use covers 85.5% of the population (2024) — high, though notably lower than the UK, US or Germany, and a reminder that Japan’s digital adoption is not uniform across age groups. Remittance inflows were $4.6 billion in 2024.

How the gateway layer is structured
Japan is the clearest example of a market where international card coverage alone is insufficient. Domestic gateways lead because the methods that matter are domestic.
Konbini payment — settling an online order in cash at a convenience store — remains a genuinely used method, and it has no equivalent in Western markets. Carrier billing through mobile operators is established. Code payments via QR wallets, PayPay foremost among them, grew rapidly and now sit alongside cards rather than beneath them. Bank transfer (furikomi) retains a role, particularly for business transactions.
The consequence is that GMO Payment Gateway, SB Payment Service and Komoju compete on breadth of local method coverage rather than on card economics. International PSPs including Stripe and Adyen are directly available and handle cards and increasingly local methods well, but a cross-border merchant that ships only card acceptance to Japan is visibly foreign at checkout and converts worse for it.
Japanese consumer expectations around precision — accurate address handling, clear receipts, reliable refunds — also mean operational quality matters more than headline pricing for many merchants.
Crypto: an early, and now tightening, registration regime
Japan regulated crypto before almost anyone else, and its framework has been iterated repeatedly rather than written once.
Regulatory frameworks were introduced through 2016 amendments to the Payment Services Act (Act No. 59 of 2009), enforced from April 2017, establishing a registration system for providers exchanging crypto-assets for fiat currency. The FSA’s own April 2025 review notes Japan moved ahead of other countries here, prompted by anti-money-laundering commitments and the failure of domestic exchange operators.
The regime has real teeth: under the PSA, providing crypto-asset exchange services without registration is punishable by imprisonment of up to three years, a fine of up to three million yen, or both. That penalty is the single most important fact for a merchant evaluating providers — the question is not whether crypto is permitted, but whether your counterparty is FSA-registered.
Successive amendments have extended the framework to stablecoins, with issuance permitted through banks, trust companies and licensed fund transfer service providers, and further Payment Services Act amendments continue to expand the registration perimeter — including intermediary businesses that facilitate transactions without holding customer assets — and to tighten obligations on foreign platforms that actively solicit Japanese users. Providers targeting Japan through Japanese-language interfaces or yen pairs without registration face enforcement exposure.
Practically: crypto acceptance is legal in Japan and the rules are more settled than in most jurisdictions, but the registration requirement is strictly enforced and the perimeter is still moving.
